Helena Foulkes Defeats Rhode Island Gov. Dan McKee in Primary Upset
Former CVS Health executive Helena Foulkes defeated incumbent Rhode Island Governor Dan McKee in Wednesday’s Democratic primary, securing a decisive victory and delivering a rare primary defeat to a sitting governor.
The projection by The Associated Press confirms that Foulkes captured approximately 62% of the vote to McKee’s 38%, successfully turning the tables in a high-stakes rematch of the 2022 primary contest where McKee narrowly prevailed. With the loss, McKee becomes the first incumbent Rhode Island governor to suffer a primary defeat for reelection since 1994, as well as the first sitting U.S. governor to fall in a primary contest in eight years.
βFoulkes anchored her campaign on public frustration over state infrastructure management and rising cost-of-living concerns, targeting McKee’s administration over its handling of the Washington Bridge crisis.
The sudden December 2023 closure and subsequent necessity for a complete rebuild of the major highway bridge, which handles roughly 100,000 vehicles daily into Providence, became a central political vulnerability for the incumbent. Promising executive leadership and structural reform, Foulkes outlined a platform that includes implementing a 3% tax bracket on annual incomes exceeding $1 million to fund new housing construction and raising Medicaid reimbursement rates.
According to an official news report published by The Guardian, Foulkes told supporters during her victory speech in Providence that the state needs unifying leadership to address urgent economic and infrastructure priorities.
βThe defeat concludes a challenging primary battle for McKee, who assumed the governorship in 2021 after then-Governor Gina Raimondo departed to join the presidential cabinet before securing his first full term in 2022.
Delivering his concession speech alongside campaign supporters, McKee promised to coordinate with Foulkes’s team to ensure party unity ahead of the fall election cycle. Having secured the Democratic nomination in a reliably blue state, Foulkes now advances as the heavy favorite to win the November general election against the Republican primary nominee.
