The stated primary purpose of General Caine’s trip is to consult with commanders and deliver a personal message of gratitude to the troops ahead of the upcoming Thanksgiving holiday, recognizing their demanding service during the escalating Operation Southern Spear. This complex military effort, which involves significant naval, air, and Marine assets, is primarily focused on intensified counter-narcotics interdiction efforts across the expansive Caribbean Sea, a mission President Donald Trump has made a central priority in the region.
The high-ranking visit comes as Puerto Rico, specifically bases like the re-opened Naval Station Roosevelt Roads, serves as a crucial staging and operational hub for the comprehensive military deployment. Assets currently operating out of or near the island include a squadron of Marine Corps F-35 Lightning II fighter aircraft, numerous surveillance drones, and the large-scale USS Gerald R. Ford Carrier Strike Group, alongside the USS Iwo Jima Amphibious Ready Group. These deployments have placed approximately twelve thousand sailors and Marines in the U.S. Southern Command area of responsibility, conducting a wide range of training exercises and active combat operations aimed at disrupting transnational criminal organizations, which some officials have linked directly to political tensions in the region.
